The Sino-German Cooperation on Climate Change – NDC Implementation (NDCI) is a bilateral project under the International Climate Initiative (IKI), commissioned by the German Federal Ministry for Economic Affairs and Climate Action (BMWK) and the Ministry of Ecology and Environment of the People's Republic of China (MEE). This project aims to support China’s efforts in fulfilling its Dual Carbon Goals for 2030 and 2060, focusing on the role of local and regional levels in the climate finance ecosystem. The project seeks to address the gap between the demand and supply of climate funds, enhance awareness at the local level, and strengthen the mechanisms for supervising, monitoring, and incentivizing climate finance and investment.
Key Activities:
- Carbon Accounting System Development: Supporting local climate finance projects by helping develop a comprehensive company-level carbon accounting system that integrates measurement, disclosure, and auditing to prevent carbon information fraud.
- Knowledge Exchange: Facilitating knowledge transfer between German and Chinese stakeholders on key climate finance topics, such as the EU’s carbon pricing mechanisms, carbon accounting, and the synergies between carbon emissions disclosure and market mechanisms like carbon trading and carbon tariffs.
- Supervision and Regulation Review: Analyzing European norms and standards related to carbon emissions reporting and identifying which can be referenced by China to enhance its regulatory framework for carbon accounting.
- Expert Meetings and Capacity Building: Organizing expert meetings and capacity-building workshops with Chinese financial institutions and policymakers to foster a deeper understanding of European climate finance practices and their potential application in China.
- Report and Presentation Preparation: Drafting a report (no less than 30 pages) that addresses the questions regarding carbon accounting, supervision mechanisms, European standards, and the synergy between carbon pricing and financial data. The report will be revised based on feedback from Chinese partners and followed by a PowerPoint presentation for expert exchanges.
