This project supports the Sino-German Cooperation on Emissions Trading Systems, Carbon Market Mechanisms, and Non-CO₂ Greenhouse Gas Mitigation, implemented by GIZ. It provides technical assistance and stakeholder engagement to strengthen policy and practice in China, with a focus on iron and steel sector decarbonization and measurement, reporting and verification (MRV), as well as mitigation of industrial nitrous oxide (N₂O) emissions. Drawing on European and German experience, the project combines policy and technology analysis, emissions assessment, knowledge exchange and capacity building to inform the development of related policy frameworks.

Key Activities:

  • Steel Sector Decarbonization and MRV: Supporting technical workshops and preparing a report on European experience in steel decarbonization.
  • Industrial N₂O Emissions Assessment: Assessing industrial N₂O emissions, policy frameworks and abatement options in Europe and China.
  • N₂O Emissions Scenarios: Developing scenarios to show the potential impact of different abatement pathways.
  • Technical Guidance and Knowledge Products: Updating a practical handbook on European experience with industrial N₂O mitigation and MRV.
  • Stakeholder Exchange and Capacity Building: Facilitating knowledge exchange and capacity-building activities with Chinese stakeholders.
  • Study Tours and Flexible Support: Supporting study-tour planning, stakeholder liaison, short policy briefs and virtual exchanges between Chinese and German counterparts.
